Visa has signed a two-year Memorandum of Understanding (MoU) with Senegal’s Ministry of Telecommunications and Digital Affairs to support the country’s digital transformation efforts, the companies said in a press release distributed on October 30, 2026.
The MoU sets out a framework for cooperation on digital payments, financial innovation, cybersecurity and the modernisation of public services. Visa said the partnership will also involve exploring “high-impact use cases” aimed at expanding access to digital financial services and strengthening interactions between citizens and public services.
According to the release, it is the “first of such partnership” between Visa and a government institution in Senegal. The collaboration is described as being based on structured public-private dialogue and sharing expertise to identify initiatives aligned with national priorities.
Payments between citizens and government
Visa and the ministry said they will explore payments between individuals and the government, known as Person-to-Government (P2G), as well as payments from government to individuals, or Government-to-Person (G2P). The work is intended to determine how digital solutions could facilitate citizen engagement with public services.
The release also highlighted knowledge sharing on cybersecurity and financial innovation, with the stated goal of supporting broader access to digital financial services in a secure and resilient environment.
Government and Visa statements
Senegal’s Minister of Telecommunications and Digital Affairs, Mr. Samba Diouf, said the partnership represents a “decisive step forward” in efforts to accelerate the country’s “New Deal Technologique.” He added that the focus is on moving “from intent to tangible results” by deploying “practical, secure and inclusive solutions” that address everyday needs of Senegalese citizens.
Aminata Kane, Senior Vice President and Group Country Manager for Visa Western and Central Africa, said Visa is bringing its expertise to support Senegal’s ambitions. She said the two parties aim to identify “tangible opportunities” to facilitate access to digital services and support the long-term development of Senegal’s payments ecosystem.
Framework for collaboration over two years
The agreement is structured as a two-year cooperation framework. Visa said the intent is to combine national priorities with Visa’s expertise to identify initiatives tailored to Senegal’s needs and to encourage digital payment use cases based on local realities.
The MoU was announced in Dakar and distributed by APO Group on behalf of Visa Inc.
